Cindi Joy dolls and fashions were made about the same time as Topper's Dawn doll by MorToys, or Mort Alexander Toy Company. She was another very successful "clone" doll, having her own line of fashions and accessories. There were two versions of Cindi Joy, the first issue having a more severe, stern countenance. She is shown below in her stock red felt dress with white lace sleeves. This first issue Cindi Joy doll is very similar---indeed, almost identical---to a "Debbie" doll made by Action-Lobeco Corp.
The second issue Cindi Joy doll is shown wearing a white, faux-leopard-trimmed skirt set.

First issue Cindi Joy, above and at left, has a very stern set to her expression.
Cindi Joy dolls have rooted hair, but not rooted eyelashes. There is a thick, heavy ridge above the eyes which are molded eyelashes, similar to a Fashion Queen Barbie. Cindi Joy dolls are jointed at the neck, shoulders, waist and hips. The waist is a "twist-n-turn" waist, but is straight across, rather than slanted like Topper Dawn's. The legs have wires inside for bending, but they don't really hold a pose very well. The arms are a bit more rubbery than Dawn's but are still set into the torso as opposed to being made in one flexible piece like the RockFlowers.
I have seen yellow blonde, honey blonde and redhead Cindi Joy dolls, but if there are brunettes or African-American dolls, they haven't crossed my path.
This boxed set Cindi Joy doll came in her stock red felt dress and two additional fashions, also sold separately.
